What your doing wrong: change classic controls to standrad controls. I can't do anything (move, enter cars, anything) except tab out using Esc key. If i change movement controls to mouse buttons, I can use my mouse to move. TL:DR, cant use keyboard. Edit: Won't work for windows 7, found the issue. Only supported by Win 10 and 11 I think. But if you are using an Nvida GPU, make sure the nvidia control panel has vsync on for GTA games and you should be sweet with the ingame frame limiter off and running 60fps fine.
